The Challenge
Mole Valley and Tandridge District Councils share a licensing resource, with officers covering both authorities from two offices roughly 30 to 45 minutes apart by road, with Reigate & Banstead's licensing area sitting geographically in between. It's a set-up that works day to day, but it made covering leave, sickness and busy renewal periods genuinely difficult.
Before moving to MOGO, officers had to get ahead of their workload before taking any time off, front-loading tasks so nothing was left outstanding while they were away. By the time leave actually arrived, that extra push often left staff worn out rather than rested.
The pressure was worst during the team's three main renewal windows, December, January and March, periods that already coincide with peak sickness season. With plate production and licence issuing tied to specific people and processes, there was no straightforward way for a colleague to step in and pick up someone else's caseload without duplicating effort or risking delay.


The Solution
Mole Valley and Tandridge moved to MOGO's Direct Fulfilment service. Rather than producing plates and badges in-house, the councils now place orders through MOGO's system, with MOGO handling design, production and dispatch direct to drivers.
Because the system is centrally hosted, any authorised officer can log in and process a renewal, issue a plate or issue a badge, regardless of which office they're usually based in. Cover no longer depends on one person learning another's specific workload from scratch, a colleague can simply log in, complete the task, and save the paperwork into a folder for the officer to pick up when they're back.
The Onboarding Experience
Getting live took less than a week from the point Mole Valley and Tandridge confirmed they wanted to go ahead. Both councils were already set up on MOGO's ordering system, so the move to Direct Fulfilment was largely a case of finalising branding, confirming logos, plate types and design with MOGO's technical team. Once that was signed off, access was switched on, and the team could start using it straight away.


The Impact:
Cover for leave and sickness
The clearest change has been how easily the team can now cover for one another. Officers take leave when they need to, without the run-up of front-loaded work that used to be necessary beforehand. Colleagues can log in and handle renewals, plates and badges for an absent officer without needing to learn a different process or system first.
Time and cost savings
A cost review of one officer's time alone put the annual saving at around £7,500 to £8,000, once reduced admin and freed-up capacity were factored in.
Product quality
Before switching, the councils regularly received driver complaints about plates peeling or not sticking properly. In the six months since moving to MOGO, there have been no quality complaints at all.
Delivery and tracking
Every order is tracked from despatch through to delivery, including photographic confirmation of receipt. That visibility has already resolved a dispute over a plate reported as "not received," and has led to a noticeable drop in drivers calling to chase orders.
Stock and duplication
Previously, each council held its own stock because of differing branding requirements, meaning duplicate ordering and the risk of running low. Stock is now managed by MOGO, removing the need for bulk ordering or holding buffer stock beyond a small residual amount kept for the occasional urgent case.
In Summary
Between them, Mole Valley and Tandridge support around 330 to 350 licensed vehicles and 450 to 500 drivers. With Local Government Reorganisation due to bring Mole Valley, Tandridge, Reigate & Banstead, Epsom & Ewell and Elmbridge together into a new East Surrey authority from April 2027, the team is already thinking ahead about how licensing will work at a much larger scale, including for Reigate & Banstead's fleet of more than 2,500 vehicles, where manual, one-by-one plate production wouldn't be practical.
Asked to sum up their experience of MOGO in three words, the team's response was reliable, trustworthy and understanding, because MOGO understands the trade and looks at how the council actually works, rather than leading with cost.
